She was born on March 9, 1930, in Milwaukee, Wisconsin, to Carmen and Christine (Parise) Noto. Frances graduated from Bradford High School, where she enjoyed playing intramural sports.
On August 31, 1957, she married Pietro (Pete) Palermo in Toronto, Canada. They shared 60 wonderful years of marriage before his passing in 2017.
Before starting her family, Frances held a variety of jobs — sewing parachutes at Coopers, working alongside her father at Simmons Mattress, and later becoming the “mail girl” at American Motors. No matter the job, she brought energy, pride, and a strong work ethic.
Frances was someone who made people feel instantly welcome. She was kind, generous, and deeply loved — and she had a way of making everyone she met feel loved in return. Her family and friends knew her as a steady source of warmth, humor, and support.
She valued her friendships throughout her life, keeping close ties with her high school friends and meeting monthly for more than 50 years. She was also a longtime member of Our Lady of Mount Carmel Church, the Mt. Carmel Ladies Society, and the Catholic Women’s Club. Frances loved volunteering and giving back — she helped make pasta for church events well into her 90s and proudly continued her mother’s tradition of running the Dry Goods booth at the Mt. Carmel Festival. People would stop by year after year just to say hello and catch up.
Frances was a die-hard Packers and Bucks fan who rarely missed a game. She loved watching sports — especially when surrounded by her family — and followed just about everything… except for the Brewers, who never quite won her over.
She also had a soft spot for flowers, animals, birds and horses, and continued tending the vegetable garden her husband started years ago. Every Sunday, she raised a glass in a quiet toast to Pete — a simple, lasting ritual of love and remembrance.
She is survived by her five children: Louis (Laurie), David (Cathy), and Anthony (Heather) Palermo, all of Kenosha, WI; John (Heather) Palermo of Summerville, SC; and Christine (Joseph) Funk of Somers, WI. She was a proud grandmother to 14 grandchildren — Peter, Katie, and Michael Palermo; Ashley (Chris) Shear; Jessica (Jorge) Gamarro; Bryce Palermo (Lexi Wendt); Sydney (Tyler) Bush; Brittany, Stephanie, and Mitchell (Becca) Funk; Maren (Ryan) Klinkhammer; and Parker, Riley, and Ellie Palermo. She was also blessed with 11 great-grandchildren: Athena Massie-Palermo; Natalie, Nora, and Vivienne Shear; Alaina, Brynn, and Tessa Gamarro; Giovanni and Sophia Bush; Avery Funk; and Baby Klinkhammer, due in August.
Frances is also survived by her sisters-in-law, Concetta Granata and Mary Delle Donne, and her brother-in-law, Mario Palermo, all of Canada.
She was preceded in death by her husband, Pietro, her parents; her in-laws, Luigi and Maddalena Palermo; her brothers-in-law, Frank, Alfredo, Joe Palermo and Joe Granata; and her sister-in-law, Angelina Palermo.

A visitation for Frances will be held on Sunday, June 1, 2025 from 4:00 p.m. until 6:00 p.m. at the Piasecki Funeral Home.
A Mass of Christian Burial will be celebrated at 10:00 a.m. on Monday, June 2, 2025 at Our Lady of Mount Carmel Catholic Church, 1919 54th St.
Interment will follow in St. George Cemetery.
In lieu of flowers, memorial remembrances to Our Lady of Mount Carmel Catholic Church, 1919 54th St, Kenosha, WI 53140, or to a favorite charity of your choice would be appreciated.
